It’s the governments anti-ninja movement. Due to our occasional use of VOID and the fact that we’re so cool they feel that kids will try to imitate us and die. Natural selection I say! But none the less due to it the government is spreading "ninja awareness" to warn children that ninjas are bad and if you take candy from a ninja, not only are you helping the Russians, a ninja will jump out of the candy and kill you.
In all fairness 80% of the time the "ninja jumping out of the candy" part is true, but the rest is bull.

I also believe to be a part of a government conspiracy against us. They believe most of the ninja’s are commies due to the fact we are assassin’s. Any how I believe they are trying to get people to stop joining us cause they fear that with an increase in Ninjas there will also be an increase in the Commie population. Naturally the US government fears that democracy will be replaced and are trying to stop it. Although our own Declaration of Independence states that we have a right to overthrow our government and replace the form of government with one we see fit.
