I read this article a while back, but it's food for thought. In addition to the new performing arts centre in the cultural quarter, investments are being made into DeMontfort Uni and Leicester Uni too. There's gotta be at least one or two new venues to come out of this.
One solution to getting the scene going again would be to promote events with the support of the universities. The Feedback:Order from Noise event by the Sonic Arts Network attracted loads of people a few years ago. Of course, this requires funding and would be a hassle to do - but I'm willing to give it a shot. We could have an electroacoustic or experimental event in the day and then a techno / electro after party somewhere else.
Once we get a few people turn up at the after party, we can spread the word about other techno / electro nights coming up. Mailing lists work really well, but how about just giving them a sticker with a Myspace addy for all the parties? They could get the bulletins as and when events come up.
I'm not saying this is the only way to get the scene going again. It's just a good way of reaching lots of students who, potentially, might be interested in the underground events too.
