I have a friend that is a cop in CT and he read the story. He also saw the paperwork.

He said there is no way they lost that report for 2 yrs. The State Police and prosecutor withheld it.


Sex assault charges dismissed

NORWICH -- On the eve of a trial, a Superior Court judge Wednesday dismissed charges against two former Norwich men accused of sexually molesting an intellectually challenged 18-year-old.

John Moore, 26, and Joseph Moore, 20, former members of the Chesterfield Fire Department in Montville, had faced one count each of fourth-degree sexual assault, based on a Nov. 1, 2003, incident at the firehouse.


The dismissal appears to be related to the discovery of a missing report written by Montville police during an investigation into complaints made by the alleged victim's mother. The report shows police found no probable cause to pursue the complaint based on an interview with the alleged victim who denied being touched.

"We knew there had been a prior investigation, but no one seemed to be able to produce the document," said New London attorney Thomas Teixeira, who represented John Moore. "There may not have ever been probable cause for the arrest."

The case, based on claims by the alleged victim's mother, was investigated eight months later by the state police Major Crime Unit. In an interview with state police, the alleged victim said he was touched on his "private parts," through his jeans.

The victim's special education teacher also contacted the state Department of Children and Families based on her concern something had happened.

State police arrested John and Joseph Moore Aug. 13, 2004.

The judge Wednesday dismissed the charges, based on a recommendation by state prosecutor David Smith.

"It was the right decision by the state," Teixeira said. "It's just unfortunate (John Moore) had to sit in jail for almost two years."

John Moore was imprisoned after his arrest and later found incompetent to stand trial. He was transferred to state care at Whiting Forensic Division of Connecticut Valley Hospital in Middletown. Earlier this year, however, he was found competent to stand trial.

A related misdemeanor sexual assault-related charge is still pending against John Moore, Teixeira said.

State prosecutors were not available Wednesday to comment on the discovery of the missing report. Many of the files pertaining to the case were not made available Wednesday by the court.

Look at the Norwich Longolucco case. Lt. Patrick O'Hara?

Same one involved in the Chesterfield case.

O'Hara was supposed to investigate the missing police report.


I consulted with my retired relative and he says no way they lost the police report.




Maj. Steven Fields - son of the police chief from the old Jewett City Police.

State Police Lt. Louis Fusaro Jr.


This is another circle jerk.

Every time these people are involved one of these strange cases occur.



I'm not sure Fields is involved in the Chesterfield case, but he is a 'higher-up'.


I will say that the resident state trooper of Montville knows exactly what happened.



There is a load of suspicious case involving these people.
