CS3 has a "Hue & Saturation" in it as well. I’m assuming that it can’t be much different between CS3 and CS4...

After opening up hue & saturation (you can find that under Image-->Adjustments-->Hue&Saturation -- make sure you check the "colorize" box - that will give you control over changing the eyes to just one color.

And to select just the eyes - you can use the lasso tool - or use a mask - however you prefer to select just portions of a picture.
